  KALAHI or Kapit-Bisig Laban sa Kahirapan (KALAHI) is the Arroyo government's anti-poverty program serving as a platform to accelerate delivery of services to the poor. TRC implements KALAHI's Entrepreneurship Development Program creating lilvelihood opportunities through community organization, training, micro-credit and other elevant services to residents of poverty-stricken areas. Through KALAHI, TRC established the ENTREPINAY, an organization composed of unemployed women, giving them training and helping them start small home-based business that today, many have become self-reliant and productive members of their communities.
