President Gloria Macapagal-Arroyo
recently issued Executive Order 614 transferring the
administrative supervision of the Technology and Livelihood
Resource Center (TLRC) from the Office of the President to the
Department of Science and Technology (DOST). The said E.O.
also effectively changed the name of the agency back to
Technology Resource Center (TRC).

Ortiz welcomed the development saying the move by the
President would place the agency at the forefront of efforts
to commercialize first-rate technologies developed by experts
in the country. Ortiz explained this would enable the TRC to
assist local entrepreneurs immediately cash in on
opportunities like the surge in demand in the world market for
coconut-based health products. With the TRC now directly
aligned with the thrust and priorities of the DOST, Ortiz
believe there would be a faster transfer of technology from
the government's research and development institutions to
small and medium-scale entrepreneurs.

lauded the agency on its 30th anniversary last February for
successfully streamlining its operations under Executive Order
366. Ortiz said the President's decision to now place the TRC
under the wings of the DOST is the most logical next step
forward in the agency's development.
The TRC was established in 1977
as a government-owned and controlled corporation (GOCC)
through Presidential Decree No. 1097. It was an attached
agency of the defunct Ministry of Human Settlements until
former President Corazon Aquino transferred the administrative
supervision over the agency under the Office of the President
and changed its name to TLRC.
